What should be ready for the city?
- Sealed design drawings and a survey/site plan showing the work and canal width.
- Ownership and lien documents; the recorded Notice of Commencement when required.
- An access plan and details of connected docks, utilities and drainage.
Check the current checklist before submission. Vacant-lot work has a pre-clearing step; commercial work may need Planning review.

What is separate from the building permit?
Ask DEP Northeast which environmental and submerged-land reviews apply. Check federal jurisdiction with USACE Jacksonville. SJRWMD’s permit records may also identify an existing drainage approval that the work must respect. For an Atlantic beach parcel, locate the CCCL before choosing a construction path.

Does repair mean the work is exempt?
No blanket exemption should be assumed. Send the existing and proposed alignment, dimensions, material and method to the relevant office. Obtain any exemption determination in writing. A state exemption does not answer the city, federal or beachfront questions.

What should your schedule allow?
The city’s published seawall turnaround is usually 3–5 days, but that is not the whole project. Drawings, revisions, outside approvals and contractor availability are separate. Ask for the actual inspection hold points and keep the approved documents available.
Finish with an inspection record
Keep the permit, approved revisions, final results and any required completion documents together. A contractor saying the work is finished is different from the permit showing the required finals.

Prepare one clear question for each review
- Identify the parcel and work
Include the parcel ID, survey, existing wall and proposed changes in alignment, height, material or access. Distinguish a cap repair from wall replacement and list any dock or utility work.
- Ask what must be coordinated
Have the local office identify the submission checklist and inspection path. Ask the environmental agencies about the same complete scope, so their answers refer to the work you actually intend to build.
- Track the response
Record the office, contact date, reference number, answer and requested follow-up. Keep an exemption determination or approval with its stated conditions; avoid reducing a qualified answer to “no permit needed.”
- Reconcile revised plans
When a design changes, ask which approvals or documents must be updated. Give the contractor one current set and keep superseded versions clearly marked.

A useful opening for the permit call
“I have a parcel and a proposed scope to confirm.”“The parcel is ____. The work changes ____, and access would be from ____. Which application and drawings do you need, which other approvals should be checked, and which inspections must occur before work is covered?”
For Palm Coast building questions, call 386-986-3780. Keep permit scheduling separate from the contractor’s proposed start date.
